GPU Usage below 61%

CPU: intel i3 4170

RAM: 8GB

PSU: 500W Corsair

I know the cpu isnt great(waiting for ryzen), but other people witht he exact same or even worse specs were getting above 60 fps on witcher so It definitely is not a bottleneck.

 

Ran the game for a few minutes with MSI Afterburner:

Something is obviously off here but i am not sure what,

 

I read somewhere that chancing the PCI Express power management to off in windows helped some people, but made no difference at all for me. Would appreciate any help.

Have not really tried as I just installed a while ago. Going to try now actually.

ok so just booted up metro 2033 redux and averaging 70fps maxed out settings.. Seems to be a Witcher 3 problem then. Going to try another game and see..

Just went back and changed them to exactly the same, only thing that made the difference was changing from max fps from 60 to Unlimted. However its still not going above 60fps and gpu usage went up to 66 max. Not sure what is causing this.

ok i just watched a video with the same card that's running an i5. not sure of in game settings as i skipped stuff but the video was only getting 50 - 55 FPS 
So i don't think you have an issue as such.

Yeah but that video he is using nVidia hair works. Not really optimised for AMD cards and it decreases the fps by a lot. With and i5 he should be averaging 70-80 at least. From what I have seen anyways. I feel like my issue is something so small, I just dont know what.

Ok. Unfortunately that's all i have in regards to a game i have never played.
