Must have a monitor 

ddr4 or ddr3 (i would give him 4gb of ddr3)

wants to get this pc through college he's a junior (doughtful about that)

Buying used could be an option. Unless your friend cares about his components, I don't see why buying used wouldn't be an option. Look for the R9 290 or GTX 780 Ti

2 dollars more? How about that? CX PSU is bit on the bad side but is good for budget build and I am trying to fit in an IPS monitor, RX 480 and an i5 all in the build
