Are all of you Drivers up to date? Try taking the ethernet cable out and give the ends a bit of a clean. If you havent try restarting pc.

yes it performs a DNS flush. Basicly it Flushes and resets the DNS client resolver cache. .

Well, the issue seems to be that you don't get an IP address from the router at all.

The IP 169.254.x.x is a link-local address and you having that indicates you don't get an IP from DHCP.

Try checking the router settings and make sure you have DHCP enabled and a proper IP pool that is also not fully leased.

Then on the host machine you can either unplug and re-plug the ethernet cable and/or do a ipconfig /release followed by ipconfig /renew in command prompt. This forces a DHCP renegotiation when DHCP is available.

Have you checked you're not set to public network instead of private?  If it is set to public->

https://photosync-app.com/photosync/en/help/connectivity/answers/how-to-change-the-windows-10-network-type-from-public-to-private.html

^that will show you how to set it from public to private and then you should be able to access the internet.

Before you do, if you have windows 10, you could try uninstalling the network adapter drivers and rebooting the computer. That will reinstall the drivers and it might fix the issue if it's driver related.

A windows reinstall will do the same but with a lot more work.

Do you have working computers in the network?

Did you check the router DHCP settings?

Did you check to see if you're set as public or private network?

Anyway, set a static Ip address and DNS servers.

Go to network and sharing center (right click network icon)

Click on your network interface eg Ethernet

Click on properties

See where it says Internet Protocol version IPv4, select that and click on properties.

Click the radio button where it says "use the following IP address"

Enter the IP address manually, make sure it's something not already in use. For instance I have my DHCP server set to give out addresses in the range 100-180, anything outside this range is set manually either on the devices themselves or in the reservations on the router. Choose something you know won't interfere. Set the default gateway, usually the router's address.

Set the DNS servers... Free & Public DNS Server List (Updated March 2014)

I recommend using either google or openDNS servers.

And it's done. Press OK. The new settings should ahve been applied, and if that was the problem you should now be connected to the net again.

Hmm, that's weird.. should have been fixable without re-installing windows. At most deleting the adapter and re-installing that should have done it.

Anyway, glad you got it fixed in the end.
