Note 3 not connecting to network

Been working for the past hour on trying to pin down this connection issue my Mom's phone had been exhibiting for months. The phone did not connect to anything but LTE for this entire time(bad as LTE service is terrible here). The result is when the LTE dropped, the phone would not connect to wcdma (3g) or GSM at all. So I set the network APN, checked it several times and the settings, then reboot. Same problem.

Later, I backed up and reset the phone. Now it is not connecting at all. Checked APN and settings, they were good. The SIM card is being detected, and confirmed works in my phone. Phone (the Note 3)would not register on the network though.

So, recovery menu. Wiped partition cache and wiped data again. Went through settings again. Same result. No network connection whatsoever. Swapped in my own SIM card, repeat the above, and same result.

The only other clue is that the water damage sticker had turned red. Not sure how long ago, though as the battery was replaced some months ago, and it's own sticker is white, had to have been awhile ago.

Aside from that, any other troubleshooting steps I may have missed, or is it time to condemn the phone here.
