New PC: Lag and massive packet loss

So I just built my new PC a few weeks ago and I realized that I have some serious problems. I have a ping between 30 and 50 that, about every ten minutes, goes right up to somewhere between 700 and 3000. This is only this PC and it isn't the cable, because I tested if my notebook had the same problems with this cable and nope there weren't any problems. To see what exactly the Problem was I ran Pingplotter, which told me that there was up to 50% packet loss between my PC and the modem. I updated all my Drivers, checked for maleware and disabled my anti-maleware solution, nothing worked. So what can I do?
