Shutdown issues

i have an asus z170-a MB and CPU is 6500k i-5

iam having issues with windows shutting down, it will shutdown and monitor will turn off but the CPU never shuts down, the fans still run and nothing will come back on until i hold down the power button everytime and does the same thing with hibernation, i had done a clean install with windows and still same issues. anyone else have this issue, thank you
