It's pretty good but my first thoughts are why is it high end cpu with mid end GPU? I'm sure @deXxterlab97 could work his magic and get a higher end GPU for around the same price.

great changes i already bought the cooler ssd and psu but since it will be a extra £80 or so for the 1070 think its worth it?

The 1070 will be usable for a longer while and you also have the option of an SLI config later on, if you find a good deal on a used one.  Much more power now, more options later on.

my current shitbox is a GTX 750 A8 7650k 8gb drr3 1600 HDD 1TB so i may sell that for a bit more money if i remove everything from the list you made i would have to spend £995 

my plan with the system is Gaming obviously :D maybe some programming since i want to learn Java C# C++ Etc i will have 2 1080p 60H monitors i will always have pages open maybe around 5 at most i currently have 12 open even while im playing games il be making some gaming videos to the real question i have to ask myself do i want to overclock thanks for the help everyone im not to good at making posts so i think i did a good job here

So 95 pounds is no where to be found? Then try this if you really need it, else get a 6700k and 1070 like @stconquest did

Honestly, for those displays, the GTX 1060 is enough for the next two years (or so) of high quality gaming.  The 1070, or higher, is overkill but will still allow you more room to upgrade to a higher resolution monitor (2560x1440) without needing a GPU upgrade... and as stated before the 1070 will allow an enjoyable gaming experience for more years.

 

If you buy the GTX 1060 now, you can game just fine.  In two years, you can spend another $200 for a GPU upgrade to accommodate the newer software and even a higher resolution monitor if you desire to.  That $200 now, and $200 in two years is the same cost as a GTX 1070 now.  If you have ideas of a better display sometime soon, then go GTX 1070 (or higher).

 

The i7 6700K will last  a minimum of five years for gaming... more like 7-10 years realistically.  Having the option to overclock later on will add on a year or two.

 

Your budget is big, so if gaming is the focus the i7 6700K + GTX 1070 is the best you can get at your price range.

 

The i7 6700 is an okay option.  It boosts to 4.0GHz.  You should get an aftermarket cooler for it.  You will also lose out on the fast RAM, this drops down your CPU performance.  Z170 boards support faster than 2133MHz RAM, the rest (h110, B150, H170) do not.
