I would wait a little while until AMD releases their new Summit Ridge CPUs, they might have some great budget options.

Biggest priority was BF1. Getting 60hz isn't difficult but the 1231 gives the best performance for price compared to the 4690K and a Z97 board. I attempted to fit a SP550 240GB but it brings the total over 700, but it should be doable if you don't mind searching Ebay and the like for parts.
