First thing I'd try is another VGA cable. As it's an analogue signal, a dodgy cable can cause issues. If the issue remains, try another display. 

If you have a dedicated GPU, plug that in instead. 

 

If you can, test the CPU in another board to see if there's an issue with that board's VGA connector. If that issue continues in another board, it is most likely a fault with the CPU's iGPU.

To add to Oshino's post above, there's the off chance that even if it's a CPU problem, it could still only be its iGPU part. So if it plays nice with a discreet GPU it could be salvaged.

It's most likely the monitor in that case. Try the system with another display and see how it is. 

 

If the monitor has a different input, try using that.

Do you have any digital cable to plug those in? HDMI, display port, DVI? Test them out without any sort of analog to digit conversion in the middle. It won't give any error, either works flawless or doesn't work at all. 

That error looks like a cable problem, it could be a RAMDAC problem (I am not referring to your system memory). The easy way is to avoid analog where possible and keep digital all the way.
