Go for 4.5 ghz and 1.3vcore. If it runs stable, lower the voltage to the point where it crashes and then keep the voltage just above that point. If not, raise vcore to the point where it's stable. My i7-6700k runs at 4.5ghz at 1.28vcore for comparisson. If you plan to OC to more than 4.5, be prepared to up the voltage significantly. Don't be afraid of blue screen.

Like @Hero7750 said, it depends a lot on the cpu. Depending on how far you want to go I'd try for maybe around 4.4-4.6 ghz. I wouldn't go over 1.35 volts myself but it's not lethal tof go beyond that I believe. My cpu does 4.5 ghz at 1.35 volts.

Current system: CPU:I5 6600k 4.5Ghz, CPU Cooler: Asetek 550LC, Motherboard: Asus Z170 Pro Gamer, Ram:Adata XPG 4x2 2400, Graphics Card:MSi GTX 970 + Zotac 970, Hard drives:256gb SSD+1tb WD Blue, Case:Corsair Spec 01 Power Supply:XFX TS  750 watt Bronze, OS:Windows 10 64bit

You generally dont wanna go over 1.45v
