Seem's to be something wrong with CPU

It appears for whatever reason my power saving settings set my min and max processor usage to 5%, after adjusting back up to 100% everything seems to be working properly now.

CPU: Intel i5 4690k
GPU: Gtx 970 Asus Strix
Mobo: MSI Z97-G55 SLI Guard Pro
Storage: Crucial 120Gb SSD and Western Digital 2TB Green Caviar HDD
PSU: Corsiar CX:750m 
Case: NZXT H440
OS: Windows 7 Home Premium 64bit

For a few days my computer has been running extremely slow. It can barely manage Google Chrome, and games are completely unplayable (Fallout 4 menu screen running at around 20fps). Startup also seems to take a little more time than usual. I have tried making space on my ssd, updating my bios, video card software and windows 7, and the problem has not seemed to gotten any better. My CPU load at ideal (according to Core Temp) is ~ 20% on all cores and sometimes goes up to 50%. Moving my mouse adds another 20% load to all cores, and trying to watch a 1080p video on youtube brings the load up to ~80%-100% load.

Look at task manager. Find the individual processes that are using so much CPU. Then fix them.

HTPC: i7-7700K @ 4.6 GHz, GTX 1050 Ti, 16 GB DDR4 3200, AliExpress K39, IS-47K Cooler

Router: R3 2200G @ stock, 4GB DDR4 2400, what are cases, stock cooler

go to taskmanager, click processes, click "show processes from all users", go to services and end "wuaserv". use WSUS to patch your system. do this every time you start your PC.

Sorry forgot to mention in original post i have 2 8gb sticks of ddr3 ram, as for the usage it is only at about 45% when running fallout 4 so doesnt seem to be getting over used.

I found the "wuaserv" and I know how to end the task, I just dont know how to us WSUS. Do i need to download a program, or is it preinstalled windows software?

youll have to download it, its 3rd party (i think) but ive used it before.i can give you a link if you want it

Thanks much man. So to clarify, i need to open Task manager every time end wuauserv, then launch WSUS, or is there a different order i should do it in?

it doesnt really matter but for the time being turn automatic updates off. when all of the wsus updates are done you can turn auto updates back on.

I have restarted my computer, and it does seem it is running at a lower load of around 10% at idle. However after trying to run Youtube and Fallout 4, it appears nothing has improved, fallout is still unplayable, and youtube videos are still choppy, needing to buffer even tho the video is loaded.

So after looking at core temp, I realized that even though my cores are almost always maxed out, my temps are all around 30 degree C. And my processor is only consuming around 12 watts. It also says my frequency is 799.77MHz. Not sure if somehow my processor got underclocked (if that's the right term) even though I have never messed with my overclocking software.
