I just noticed that before, by GTX 1070 Strix would OC to 2100Mhz-2150Mhz sometimes, and now I never get over 1911Mhz. The heat isnt the problem, the fans while under full load keep the GPU under 60C pretty much all the time. Never seen it over that. But I have noticed recently that when I try and OC it, it doesnt leave 1911Mhz no matter what I do. I tried increasing fan speeds slightly to see if cooling was a factor. nothing happened. increased the core clock manually, nothing. increase the voltage so the GPU could overvolt if needed, nothin. Any help would be nice please. All ears open

You might try reinstalling the driver, remove it using DDU and clean install it.

The only time I had that happen was when I pushed my OC too far and caused the GPU driver to reset. When it did, it would lock the card to stock speeds until I restarted the PC, regardless of what I punched into afterburner.
