In GeForce Expierience I set my GTA settings to optimal. I launch the game and it sets to 10 fps, this isn't the only game this happens with, It also happens with Arma 3. I have a gtx 960 4gb, amd fx 8350 and 16 gbs of ram, 2 sticks of 8. Any ideas? I feel like I have a fake card/cpu or something, if that exists, All my friends have very similar specs, one the same exsact specs discluding RAM, and he can run gta v flawlessly at high settings.

GeForce Experience tends to LOVE "optimising" for like 2x or 4x the resolution of the screen (eg: trying to force 2160p on a 1080p screen) using DSR (Dynamic super Resolution), in addition to ignoring any Borderless Windowed settings you might try to use and forces Fullscreen (even if it's detrimental to the games).

I'm running 2560x1440 Borderless Windowed on my main monitor for most games, GFE loves trying to force them to be running on DSR 3620x2036 Fullscreen as the "optimal" settings (in addition to trying to force 200% scaling in games like WoW when 100% is more than enough 99% of the time).
