Note: I know this is overkill for Premier Pro, but looking to future proof. And its not my money and i have a unlimited (as long as sort of justifiable) budget

both of these  would make almost no difference. The faster gpu won't make a difference as premiere doesn't need much gpu and most tasks are cpu limited, the 6950x is clocked slower, and premiere don't normally use that many cores.

 

 

Also if your editing off the nas, id get 10gbe or ifiniband

yes it will cuda is a great tool for gpu accelerated rendering Linus did a video on it, its worth getting but a 1070 will do just fine if you are on a budget. for a pro this is your investment so i would suggest to go for a 1080 or a titan for a extra boost in gpu accelerated task such as rendering out video. it saves lots of time.

Doesn't affect time at all. Your not gpu limited. In premiere you only use the gpu for some tasks, and you don't need that much for a normal edit(you can use lots of gpu if you use certian effects, but thats almost never used in a normal video)

I could be wrong here but I'm not sure the Hyper 212 Evo would keep that 6900k adequately cool. That cooler is generally considered good for very mild overclocks on a 6600/6700k but your CPU is rated for 140w, not 95w.

will it be fine for no overclock on these?  6800K / 6850K / 6900K

 

If not, what cooler would you recommend?
