You can check out this guide to learn how to turn on sound aids, however I don't think there is a way to let her login with her voice. Windows does have a facial recognition login feature though, so she could just stand in front of the webcam and let it recognize her face.

 

In the same way outside of cortana there isn't a tool (that I know of) that allows you to give extensive commands exclusively with your voice. She'll still have to learn to type without watching.

I don't think there is a way to set up logging into Windows (I assume the computer is using Windows) using voice recognition, or perhaps there is but I don't know the software.  For reading, Windows I believe has a built-in screen reader/narrator type of thing in the accessibility tools or you can buy third party software that may do a better job.  For people who are blind, you can also install a braille terminal for her to use.  I had a blind neighbor in my dorm when I was in University, the school provided her with the tools.

 

Windows also has built-in speech recognition commands that you can activate, and obviously there are third party solutions.

 

There are also medical/disability support suppliers who can help set up a proper system for her, might have to check if her health insurance will provide the coverage.

^ Learning braille takes time. I'd suggest looking into installing NVDA. It's free alternative to JAWS, so screen reader. It too has learning curve, so I would recommend being in contact with local support groups and their IT specialists.
