Just Cause 3 Problem

You could probably just go to Task scheduler and set Just Cause 3 to trigger network disable when it's opened. That would be a lot easier than making a script. 

Here's some advice, have a legitimate reason for a problem instead of just cause.

On a serious note what about...

 

Disabling Lan/Wlan adapters? Going further you could write a script that disables the adapter when the game runs and enables it when the game is closed.
