Whenever I try to open a pre-installed Windows 10 app, it always comes up with this message:

 

'This app can't be activated by the built-in administrator'

 

I have Windows 10 Pro and I was told to fix this using secpol.msc but that seemed to not make a difference at all.

 

I have a pretty high-end PC so that's not a problem.

 

It never did this before and I'm not sure what caused this.

 

Does anyone know how to fix this?

You have done something to your account under Windows 10 to lock yourself out permission from using apps. Probably played in the registry, or execute some PowerShell command without knowing what it really does, or using some system tweak tool that screwed your system up.

 

If you create a new account, and go to it, everything will probably work. Try it.

Eh your patience is a bit short?  Just because you have not recieved an answered most likely means that someone with an answer has not yet sen your post.

I would suppose you would rather receive a positive and helpful response than some ass sending you a negative and unhelpful response :| ...

If this doesn't work you could do either a recovery of windows or full reinstall - effectively eliminating your account from the system and restoring all your admin rights/access when re-activated. Of course this is a last resort move.
