GPU usage spiking

Hi guys,

I have contacted AMD about my GPU spiking. They told me turn on power efficiency under global settings but I do not see the option for it? How do I find it or if there is any other way to stop my GPU usage from spiking?

I have 16.11.5 amd radeon settings with a r9 380.
