So me and a friend are struggling with an fps drop. He decided to clone his ssd to a new Samsung 850 evo and all of a sudden the fps started to drop. He has the xbox live recorder off and ran a benchmark on the drive and it seems the performance is normal. He is using a 980ti with the latest drivers and the problem only occurred after the cloning. We also checked the thermals and clock speed and everything seems normal.  Here are the crystal mark speeds.

Also the gpu doesn't go above 40% load even on bf1 or dishonored 2.

He has the drivers cloned from the SSD?

Tell him to use DDU and follow the instructions on it to obliterate the old drivers, and install the latest from the Nvidia website.
