I think it is the max amount of watts it would ever pull at peak, at stock of course.

no i get that, but how many watts are being used per minute or per second

okay just say it's using 95 watts all the time, now is it pulling 95 watts per second or 95 watts per minute? per hour??

Most likely seconds, however, I could be wrong. If it is pulling 95 W all the time, I don't see why it would be over a period of a minute or such.

Just quickly read it up on Wikipedia.

"The unit[watts], defined as one joule per second"

So 95 watts literally means 95 Joules per second.

Its per second.

 

watts=amps*volts

1 amp = the amount of current/second

Are you sure? Because I'm pretty sure 1 Amp is current/second.
