WMM is trash. You can get a 30 day trial for Adobe CC stuff. If this is the only video project you need to do, that's an option; but DaVinci Resolve is free altogether. In Premiere, you'll want to split the clip at the time of the pause, create a still of the frame that is paused, adjust the length of the still to however long it needs to be, then put the other part of the chopped clip after the still to continue the video.
