If i have a GPU with a 6 pin power connection can i use a PSU that has a 6+1 pin cable?

Yes if it has enough wattage, it will work

I would not recommend that PSU, it is rather low quality

It's not great, but it's far from awful. For a light to medium duty rig (single midrange GPU, no overclocking), it should be fine. I just wouldn't run it near its max output for any significant length of time.
