Battlefield 1 Stuttering

Involved specs:

I5 6600k oc to 4.4Ghz

Gtx 980 ti Hybrid oc

Powerline AV 200 (PoE setup)

16 Gb of DDR4 2133mhz RAM

 

Sometimes when I play Bf1 I get some fps stuttering for no reason that I know of. There is a loading wheel at the top right when this happens and the stuttering is not constant, it happens randomly. My CPU and GPU are not running to hot and my ping is also fine on the server (around 50). This stuttering is usually causing my fps to drop to only a few when it is usually around 90 (when I have fraps open when it stutters it does not show a fps drop but the frames drop dramatically. I have no idea what is wrong, I am running at DX 11. Please let me know if you know what could be the problem, thanks.
