I'd prolly go with some crazy dual Xeon build and role with and insane amount of threads with a couple titan xps thrown in the mix

Main system:

ROG Maximus Hero VIII

Gigabyte G1 980ti Sli @1500 ghz

Samsung 950 pro 512gb

16gb G.Skill Ripjawz V @3400mhz

Corsair H115i 280mm AIO

Corsair 400c Case

Corsair RM1000i

Backup/Older/Toys:

Intel i3 6100 @4.6ghz 1.52v

Asrock B150M Pro4/Hyper

Intel 750 series 400gb

Radeon Rx 470 XFX

Thermaltake Water 3.0 360mm AIO

inWin 303 case

AMD Phenom II x4 940 @3.9ghz 1.65v

Gigabyte 780g mobo

Corsair H100 240mm AIO

Corsair Dominiator 8gb DDR2 @1066

Evga GTX 750ti FTW @1450mhz

Thermaltake Matrix case (modded)

With an infinitely high budget you'd probably buy over every corporation in the world and make everyone your pet.

You'd be 'too busy' to be dabbling in computers and games.

i also would have broken the economy if i had infinite money!

Budget wouldn't be really as high as you think..

2 titan x(ps) - anything higher will just cause crashing or games to even refuse to start

no xeons or anything, cause that'd reduce gaming performance, so an 6850k (x99 6 cores)

64 gig ram cause why not

and then 2 tb storage of ssds

and 10 tb hdd storage

If I was me, I'd just do a hostile takeover of AMD and give them all the money they need to design and manufacturer CPUs and GPUs that are infinitely better than Intel's and Nvidia's then takeover Intel and Nvidia so I can fund them in order for them to catch up and to promote competition although I own all 3 companies xD

Looking at my signature are we now? Well too bad there's nothing here...
