New project concept Help

So I was just watching Linus when i came across their video on the Anki Cozmo. To be honest it seems like a cool little toy and they say that it is self aware. What i was thinking is if i could take it a little further. I wanted to ask if it was at all possible, and what it would require spec wise if it was. I was wondering if i could use the base code for Cozmo and add on to it to make something similar to Epsilon  From RvB. If you haven't seen RvB and have played any of the Halo games, he is similar to Cortana. I'm not talking about the holographic projection part of it, I'm just talking about the whole self aware A.I. part of it(since I know holograms aren't possible in the way shown in RvB/Halo). Anyways Based off of Cozmo how much work would it take, and what kind of a computer would it take to run him? (since cozmo runs off your phone)
