Would be this a good budget PC? Also, is the CPU, RAM and Mobo a good combo?

700€ is the budget. I'm not really going for an overkill build, and this PC is for my 13-year-old brother. He's playing games like CS:GO, Overwatch, Left 4 Dead 2 and Rocket League. He'll be playing GTA 5, Rainbow Six Siege and Battlefield 1 after he gets this PC. The current build he has is a Pentium Dual Core E2220 2.4 GHz, 3 GB RAM (2.5 GB RAM as of now because one RAM stick just died) Windows 7 64 bit and an ATI Radeon HD 4890 2GB. The PC is really struggling running those games and is honestly about to die. Vertical lines sometimes appear on screen, overheating (60C° on the CPU while doing absolutely nothing, same goes for the GPU), slow start ups and just, in general, really bad performance.
