Windows 8 and 7 questions

So I just got one of my drives working and I don't have anything to put on the drive and was wondering should I install windows 8.1 on it? If I do install 8 would I be able to access all of my old programs and settings from my other drives, and I was also wondering can I link my desktop to a folder on a different drive?

Yes you will be able to access your files just remember to install each windows on different partitions and in version order if not you wont get dual boot, first win 7 and then 8. About the desktop folder i'm not sure.
