I think this is perfect other then that i will swap out the GPU for a 1050 instead of the 460 becuase of better memory compression and  Higher clock speed

Can't do it without rebates, so you'll have to deal with a $20 rebate on the motherboard. I wouldn't recommend anything less than this CPU, and the GTX 1050 is much faster than the RX 460 that others have recommended.

You don't need the Hyper 212 cooler - the stock one that comes with the CPU will do.

 

Since this will need all the help you can get, I'd suggest you get 2x4Gigs of RAM instead of a single 8Gig. The dual-channel RAM access will help a bit and your friend won't "need" more than 8 Gigs of RAM.
