I would have to say the H7. It has a larger heat sink, thus theoretically it should cool the cpu more efficiently.

H7 is a tower cooler designed for large ATX cases.

C7 is a low profile cooler for small htpcs.

The C7 is nice if you don't plan to overclock or need something smaller in terms of height.  

 

The H7 is slightly tricky (very slightly IMO) to install and is as others have said larger but the advantages are it can cool better and from what I could tell based on my experience the H7 is quieter.
