It depends on what the latest update addresses. If no security holes are addressed, it's no different than not installing it.

If you're bound by the carrier, then you must wait for them to release the update from their shackles, or install a vanilla version of Android onto the phone. Otherwise, another option is to run security software to do your best to keep the phone's contents safe, and the phone itself clean.

It is unlocked phone what is keeping them from deciding to not update to force me to get a new phone

Some carriers are just lazy and never release the update, even for a few years at a time.

Only thing you can do is what I outlined above. Install a vanilla version of Android, or try to find that version you need that's from Samsung and install that, or just run security software on your phone to keep it as secure as possible, even with the security holes present.
