Disable God Rays and report back.

Pretty nice system, seems like low FPS...  Try turning off anti aliasing and see how it runs.

i turned of anti aliasing and it dragged it down to 35 fps. wtf

i also tried the godray thing and it also dragged it down

That is very odd.  It ran fine on my 970, averaging 45 to 60 fps with fairly high settings (not maxed).  But that was a while ago, I haven't played it since.  Try a google search, maybe others have the same problem.

Delete the game and re-install to an SSD.

Godrays and Shadow drawdistance need alot of Power.

FO4 was capped at 30 fps for me at 1440p. I needed to do what this guy said and that worked for me.
