Weird Graphical Problem When Scroll Webpages in Chrome

Recently when I was on chrome browsing a page, when I scroll up and down the middle of the page gets this weird graphical distortion. I don't know what is going on as it is not happening in firefox or any other program.

the problem does not persist when not scrolling, only when I move up and down in a webpage does it happen

I'm not quite sure how to fix it but you could try to turn off hardware acceleration by going to advanced settings in Chrome and looking under system settings

I turned that off today and the problem happened just a few hours after. Chrome has been weird for two days now
