Phone issues??!?

My sister's iPhone 5s is having issues on iOS 9 like messages taking an hour to send atleast, messages disappearing, apps not opening sometimes, and photo storage issues that she shouldn't be having. She also has her password hacked like every week and she has to change it, will ios 10 fix this?
