Low cpu frequency

My cpu is stuck at 1400mhz it's an fx 8350 I've tried it under load with cinebench etc but the clock doesnylon go up. any help?

what is your OS and how are you looking at the frequency?

Each core can adjust clock speeds independently, you might be looking at the wrong core

try prime95 or something else that does integer maths

is your power plan (via windows) set to balanced or power saver?

try increasing your vcore setting's, if this works, your power supply is not suitable for your system. If it does not work, then your cpu is faulty.
