Well, what cooler are you using? And what are your temperatures in your home/place-where-computer-is? Also when fans go bad or start dying then you can't really fix them by cleaning them off. :P

 

Did you go by this for the thermal paste application?

has anything other then your clean up and re apply paste changed, location of the Pc, front or rear fans die or been unpluged, anything at all??
 

check your uefi PWM settings, there could be a few things here that are causing it,

what heatsink are you using, are your fans working properly (do they groan, rattle, click, does the blade spin freely with easy or is kinda stiff ?)
