computer shuts down at windows logo

my custom 8 core dual xeon rig shuts down at the windows logo after i installed another HDD. disconnecting the HDD doesn't do anything. i dont think it is a hardware issue because Ubuntu runs fine. i tried disconnecting all the drives except the ssd and this had the same results

 

my specs are

mobo: X7DCA-L

ram: 16gb (4x4) ecc

processors: two E5420

GPU: msi gtx 760 tf oc

PSU: EVGA 700 B1

drives:

segate 1tb drive with Ubuntu

segate ST1000DM003 with nothing on it

kingston UV400 128gb ssd with windows 10

i couldn't find a solution so i did a clean install
