60FPS at what resolution and at what settings? To get a consistent 60FPS maxed out at 1080p, be prepared to spend a bitt more than what people have posted so far.

Resolution? Consistency? Having an average framerate of 60FPS is different from having a consistent framerate of 60FPS.

Your friend will probably never see framerates below 60FPS with this setup. I also threw in a mechanical keyboard and matching mouse. However, the builds above represent better value, if your friend doesn't minding giving up a few visual bells and whistles and dealing with less consistent framerates in exchange for saving $300.
