Ram Leak?

So i have 16 gigs of ram and all of a sudden the pc has been using 99% of the ram at all time,

the problem is that the usage is 99% even when all applications are closed. 

 

If i restart the pc the ram usage goes down again but as fast as i start a program and lets say

the ram goes from 0 to 20% the ram usage never gets released so it will never go below 20% until

i restart the pc.

 

Im using windows 10, are there any fixes for this problem?

Windows is doing some odd stuff sometimes, so all could actually be fine. Maybe there is RAM reserved for something? And once it uses so much what process hogs it up in taskmanager?

Already have the updated version of chrome.

Go to resource monitor and look what is really taking up the RAM.

If you have more like 100-250MB in Modified you can be sure that its a memory leak. Look up in the list above to see which process is causing it.

 

In comparision to the Task-Manager the resource monitor is telling you everything not just half of it.

Restarted the pc so the ram usage isn't crazy high now  but i checked at the same time i sent the other pictures and the program using the most ram was google chrome.

Now i have 5 chrometabs open and twitch on one and its using 8 gb of ram.

If you close chrome, does the RAM usage goes down or is it unrelated to the browser?

Also if you create a new Windows useraccount and open the programs you use, do you also have this problem?

Even if close all programs or log in as another user the problem remains.
