no. you install additional package from oracle called "guest additions cd image"

I have a Windows XP virtual machine on my laptop and my laptops screen resolution is 1920x1200, however the virtual machine will only go up to 1600x1200. Is there a way to get the full resolution inside of the VM?

yep. There is a option in the vm window to insert the guest addins, then in the vm you can install these. Once installed you get all the features, like dragging the windows to resize the vm.
