Something weird that happened to me a few weeks back; windows 10 integrates an xbox recording app that limits frame rates in most games to 30fps. If you're on win 10 go to the app's settings and check if Game DVR is on. likely not the problem, but worth a check.

Do a fresh install and use old drivers. Download the version from the Nvidia site, must be somehting before 375.86 (unless it has been fixed in meantime by even newer one...).

 

Then run the installer and select manual install so you can select what to install yourself. There you can click what parts to install (to be sure don't include Geforce experience, unless  you use it for shadowplay) and also check the box for a fresh install.

 

If this doesn't help you could use DDU and then install drivers. What 1070 you have btw?
