I don't know the exact resolution but it's a large Samsung Smart TV - around 50 inches.

Display size tells me nothing as they can vary in size while having various resolutions. Is it possible that it's a 4K panel?

I can tell you with about 90% certainty it's 4K and they would NOT be willing to downgrade to a smaller res.

That might explain the erratic behavior that you're seeing during Netflix streams.

Could I use QoS to lower their side or what can I do to resolve this? I'm playing latency-based games where this is required.

QoS will likely improve that, but may cause problems on their end like visible buffering.

Right, but at the moment I'm trying to solve my side of issues. What can I do about not being able to reach the speeds I'm supposed to? I'm guessing I have to contact my ISP that are brain-dead.

I gave you the option: Disconnect all devices except the main, and retest. This will make the router only manage your device.

So, I disconnected all devices and tested my speed:
