So yesterday I realised the corner my system is in was kinda warm and the case was warm to the touch but nothing to jump and scream about. So I flipped my PSU from pulling air from the vent at the bottom (since the air there was warm as well) to drawing air from inside the case... Does it really make a huge difference where it gets air from ?

No, either is fine, although giving it it's own fresh air supply is technically preferable (assuming the air flow isn't constricted by a carpet or something).

It's a tiled floor but I was worried about it sucking up the warm air that's in that corner

That warm air in the corner is likely colder than the air inside the system.

I'll have to check and see but I was remember a video Jayztwocents did and mentioned something about he psu recycling hot air that would cause high temps over a period of time.

It won't be an issue either way. I wouldn't worry about it.

for the first month of having this new build it didn't feel warm to the touch always felt cold because my room is windy... I guess now that I game for hours on it now that I have a bit of free time from work that it is to be expected.

For the lifespan of the PSU it's generally preferable to have the PSU intaking air through a dust filter with the case stood a few inches above the floor (look at the feet in a be Quiet@ Silent Base 800, for example).

My case is raised a bit... I just flipped it since I was worrying about it just recycling the same air over and over.

I mean, you have an RX470 so it's not exactly the toastiest GPU. If it soothes ya then you can leave the fan facing up, not the end of the world :)

Tier 4. Very poor voltage regulation but it's not made like crap. Very poor value. The EVGA GQ and B2 are comparable prices usually and are both better.
