I know I've made a post about this, but a few things have changed. First, I've decided on getting the RX 480 instead of the GTX 1060 to pair with my FX-8320 because of its better furtureproofing (Crossfire capability, extra VRAM, better DX12 scores). The other thing is that there's a sale on Newegg for a Freesync monitor, which makes it the same price as an IPS monitor. The two monitors I'm looking at are these:

 

Monitor: AOC i2369V 23.0" 60Hz Monitor  ($99.99 @ Best Buy) 
Monitor: AOC G2260VWQ6 21.5" 75Hz Monitor  ($100.98 @ Newegg)

 

Which do you think will be a better choice for me? Is there a better monitor at this price point? I care a lot more about features than about size.

75hz is the better choice IMO

Depends. Do you feel better colors and viewing angles is worth more than higher refresh rates? If so, get IPS. This is what I would personally get if I wasn't too concerned about gaming performance and just wanted a better picture.

 

If you are concerned about just gaming results, TN still provides pretty good colors and decent viewing angles which should be good enough for gaming, plus the Freesync option is great if you can't reliably hit high frame rates at 1080p.

If you are creating content at all, I would advise against the Freesync monitor, not as accurate and viewing angles are not bad but not the best. But if you are going to just browse the web and play games, I would suggest the Freesync, you would see seemingly smoother gameplay with the Freesync monitor and be able to avoid noticing any slight drops in frames.

Personally I'd wouldn't go with either of them. 22''ish ain't that much of screen estate, still good enough for porn though, and of course the price is quite good. If you can't save up or need one fast, for whatever reason that may be, I'd go with freesync, if you want the monitor to stay for a few years. Chances are, that you will not be able to hit high enough FPS with the RX in future AAA titles in the next few years. So freesync might help out there. Both are not what I would consider good enough though, depends on your usage I guess. I stare at screens all day at work and then again at home for some more hours, if that's you too buy something much better / bigger please, your eyes will say thank you for it :-)

In all honesty, I prefer smaller monitors as it's less area that I have to keep an eye on when I'm playing games.

 

The main things that I'll be doing with the PC is mostly gaming, along with some amateur content creation (ex. Crappy Youtube videos).

if content creation is a part of your use case, the better colour accuracy is really nice

I'd say go IPS. I went from a 120hz TN to a 60hz IPS and have to say I don't regret the switch at all. My games suddenly had colour!  I personally think that improves the experience for most games. The higher refresh rate is nice but I'd still consider it second to a better overall panel. It'll also really benefit you with that light content creation in mind. IPS panels these days are fast enough for games so you don't have to worry about dark trails or anything of the sort.

According to the comments, and videos I've seen, I'm leaning towards an IPS monitor. I found this monitor too. It's more expensive, but is IPS 23" 71 Hz monitor. Is this worth the extra $30 over a 60 Hz IPS monitor? As I said, I don't care about size.

I actually just realized that by looking at reviews on Amazon and the AMD Freesync support site, the monitor mentioned above is IPS, Freesync, and 75 Hz. The info the PCPP collected was incorrect. Unless someone has a problem with that monitor, it's going to be the one I get.
