gmod is not that hard to run. kinda ideally if you can manage to pick up a Acer Aspire E 15 E5-575G-53VG, that is pretty ok for the price USED.

Well, get what ever looks the nicest for the price and feels the best with the newest and best CPU available, in this case cheapness is the goal, you can probably stand to have a plastic bodied, core i3 grade laptop with OK screen and keyboard. Gmod should run unimpressively on Haswell and older CPU's and ok on Broadwell and Skylake. AMD A8's and A10's are also an option, as the Radeon iGPU is decent for a laptop.
