Cant open Steam website

My friend just got his new gaming PC but cant open the steam website. Every other website we tried works.
It doesn't work on his laptop either. Please help.

my only other option is to take a usb stick with the installer on

16gb Corsair vengeance 2666mhz

MSI Gaming X 1070

WD blue 2tb

samsung 850 evo 250gb

EVGA supernova G2 650w

Let him try a VPN and see what happens.
