I've tried installing it for the past 3 hours on a new build. I install the os and then it says it's restarting to finish updates but once it boots it goes into the install page again. I've tried taking the usb out once it restarts but it just asks me to insert boot media  then I try to switch the boot device in the bios once it restarts but it just ignores the hard drive.

In the boot there is an option for built in efi shell if that helps but my hard drive shows up on port 0 instead of 1 as well

Port number doesn't matter. Its just how SATA ports are numbered. Have you tried with another installer or creating installer again? Plus formatting drive before installing.

I tried using another flash drive and I did format the drive but still no dice. I tried again on an ssd but the computer does not read it for some reason

There's some piece of hardware which isn't working the way it should. But I'm not sure which. Maybe its SATA cable, maybe mobo needs BIOS update. I really don't know. At this point I personally would refer to someone with greater knowledge. Like real tech support guy. I'm sorry I can't help you further.
