50FPS is fine, the problem is the frametime goes way above 30ms and that makes it unplayable

Try set the prerendered frames in the control panel to "1"

I get a very slight bottleneck in Novigrad, my GPU will drop to 90% usage, however i only drop to like 70FPS, i run 1080P 90hz.

i7 6700 (non k) 
8gb DDR4

 

 

My 1070 is at 2100mhz though.

Seems your CPU doesn't really max out at 99% but your GPU usage drops still, which may mean a badly done GPU overclock or a bad power supply

Not my PC, if you read the post before that one, i run a 6 core 12 thread Westmere-EP XEON @ 4.49ghz with a GTX 1070 GameRock, i don't drop below 70FPS in that part and i only drop to 90% GPU usage.

GPU usage can drop to 90%, I see no issue with that. However, I do see an issue with a GPU dropping down to 65% usage and also taking framerate down with it too!
