290x Coolers

When do you think the non-reference 290x's will come out because I really want to build my PC before BF4 comes out (my current setup wont run BF4) however the noise form the reference cooler is ridiculous.

Currently AMD has refused third-party associates such as MSI, Gigabyte Asus etc from producing them although probably a waterblock manufacturer like Koolance or EK might but for now only reference cards.

The launch having been today i think was only launching a reference card

Your only option for now is WC, non-reference cards will come later. You may want to want for the 290, there might be non-reference cards from day 1.
