Graphics card using 60% power?

Last night, whilst playing Counter-Strike my PC decided to just completely freeze. I waited for around 10 minutes and no response so turned it off VIA power button. Today I decided to stress test my CPU to see if that's the issue but after around 15-20 minutes of the intel burn test, no issues what so ever, temperatures didn't exceed 71°C. 

 

So I then decided to stress test my GPU and it wasn't exceeding 63% power according to MSI Afterburner. Why is this? Is this why I'm not getting the performance I should be?

Maybe CS is just not demanding enough? Or maybe you've overclocked something and the game doesn't like it despite the card being 100% stable.

I'm confused. My GPU is completely stock since it doesn't overclock for s**t without increasing the voltage. I just want to know why when I'm stress testing it through Heaven it doesn't exceed 63% power usage.

You're running heaven at the highest resolution possible at ultra right?

I set it to extreme so I'm guessing that may be the issue.

Nope, even if I do the HIGHEST possible settings, it doesn't go past 60% power.

You either have VSYNC enabled or it's trying to stay under a thermal limit. Might be a power issue too.

I don't have vsync enabled, don't really understand what the thermal limit is and the power issue, hmm, wouldn't it tell me if there is an insufficient amount of power?

Components will start to downclock or reduce usage when they start approaching TJ Max as a protective measure. And are you sure it's not just a software bug reporting it wrong?

I'm not sure it's a bug reporting it wrong since I'm using Afterburner and that's it. What other software can I use to monitor the temps of my GPU?

What do you mean it's using 60% power? Like the GPU is at 60%? or that the GPU power is at 60%?

The afterburner says Power % 60

That's normal. Both of my cards do the same thing. They're at stock at the moment.

Oh right, cheers then I thought my card isn't working to its full potential.

Yes I have and it's perfectly fine.
