Games randomly started getting low FPS

Reverting my drivers seems to have fixed the issue. Thanks to everyone who left suggestions as to how to fix it! 

So earlier today I started up GTA V, and it loaded extremely slowly, it normally takes awhile to load, so I didn't think much of it. When it finally loaded, I was only getting 16FPS despite normally getting 60FPS. Thinking it might be a GTA problem I opened up Unigen Heaven benchmark only to have the same slow loading, and 16FPS. After updating both Windows and my GeForce drivers, I still had the same issue, so I decided to check my GPU usage, and sure enough, it was maxing out at 20% in both Unigen Heaven and GTA V. I have no idea as to how to fix this issue, and I thought you guys might be able to help. 

System info:
CPU- i5-4690k (3.5Ghz)
GPU- NVIDIA GeForce GTX 1070 Founder's Edition (Driver: 375.70)
RAM- 8Gb
Storage- I have GTA V installed on my 850 Evo SSD, but I also have two HDDs. 
OS- Windows 10 KB3200970

PSU- Cosair CX600 (600w)

It's not Windows 10 because most people are doing fine on red and green cards. Was this problem happening on previous drivers? I notice everyone posting who has issues with FPS is using an NVIDIA card. Also, what model of card is it? Gotta make sure that your graphics card doesn't need a BIOS update to fix some faulty firmware from the vendor (like EVGA cards did).

I have a Founder's Edition 1070 that I bought from NVIDIA's website.

I think it's a bug in windows, Windows 10 hates custom pcs

if this happens again, or something of the like...super low random frame drops and high cpu usage. check your background programs. windows 10 has been notorious for having random programs running with every ounce of priority sucking up your cpu usage to the point of what you described.
